ever the water supply is it will be open to attack and that

if the defending forces have had to fall back behind Shing Mun

Hongkong will be already lost.

For the above reasons I argue that, subject to the

distilling of sea water scheme upon which I am not at the

moment able to venture an opinion, the Shing Mun Scheme should

be continued and completed with the least possible delay

that the Aberdeen Scheme should not be proceeded with unless

the question of time as I have before pointed out warrants it.
